About Us

Thomas Bozeman hails from Portsmouth Virginia and is currently the Emergency Management Coordinator and Fire Warden for Goshen County. Thomas retired as a Police Captain from the Portsmouth Police Department; where he worked for over 26 years in law enforcement. Prior to his law enforcement career, he served in the U.S. Army and as a Jail Officer, with the Hampton Roads Regional Jail.

With the Portsmouth Police Department, he rose to the rank of Captain and briefly served as an Interim Assistant Chief of Police. Throughout his career, he held several positions, including the Homeland Security/Emergency Preparedness Liaison. He served in this position for several years, obtaining FEMA training and participating in drills and actual emergency situations. He’s served as Incident Commander on multiple emergencies; including riots, active shooter incidents, school lockdowns, and military facility emergency support collaborations. He has headed teams to ensure citizen safety, property integrity, and the continuity of city operations, during natural disasters; such as hurricanes, tidal flooding, Nor’easter flooding, snow storms, and icy conditions.

Additionally, his duties as Captain included grant writing and administration. He’s been instrumental in writing, obtaining, and serving as project manager on more than $3 million dollars in grants.

Thomas enjoys his leisure time with friends and family and is an active member of the Goshen County community.
