NEW WYOMING’S VOTER ID LAW
Effective July 1, 2021, Wyoming Voters will be required to show an acceptable form of identification when voting in person. Any of the following will be accepted:
- WY Driver’s License or ID Card
- Tribal ID Card
- Valid US Passport
- US Military Card
- DL or ID Card from another State
- University of Wyoming Student ID
- Wyoming Community College Student ID
- Wyoming Public School student ID
- Valid Medicare Insurance Card*
- Valid Medicaid Insurance Card*
*Medicare and Medicaid insurance cards will no longer be an acceptable form of identification for voting purposes after December 31st, 2029.
Primary Proclamation
Early Voting – Early voting begins on July 1st, 2022 in the County Clerk’s office. Wyoming has no excuse absentee/early voting. To vote early come to the Clerk’s office side door, located right inside the west doors of the courthouse. You can vote in office by paper ballot or on the ExpressVote (touchscreen) Machine. You can also request to take your ballot home. Ballots that are taken home can be returned by using the County Clerk’s Dropbox in the Courthouse parking lot and located right outside the northeast doors to our lobby, or our yellow drop box located right outside the front door of our office in the courthouse lobby, in person to our office, or returned by mail.
A ballot may also be mailed to registered voters by calling our office and requesting an absentee ballot.
Voters may register to vote by mail Voter Registration Form Persons residing in a municipality in Goshen County outside of Torrington may register to vote in their town clerk’s office. Qualified voters may also register at the polls on Election Day.

Qualifications to Register to Vote
- 18 years old on Election Day
- U.S. Citizen
- Be a Wyoming resident and resident of the precinct which you register
- Provide your valid Wyoming driver’s license:
- if you do not have a current valid driver’s license with you, you must provide the number and additional acceptable identification as noted below:
- if you have not been issued a Wyoming driver’s license or yours is expired, you must provide:
- A statement to that effect (on the Wyoming registration application)
- The last four digit of your Social Security Number
- Additional acceptable identification
- Not be convicted of a felony, or if convicted, has had civil or voting rights restored
- Not be adjudicated mentally incompetent
- Must withdraw your voter registration from any other jurisdiction, if applicable (on Wyoming registration application)

Acceptable Identification to Register to Vote
- Wyoming Driver’s license
- United States Passport
- Driver’s License or Identification Card issued by any State or Outlying Possession of the United States
- Identification Card issued by the Federal Government, any State or Local Government, or an Agency thereof.
- A tribal ID of any Federally Recognized Tribe.
- Photo Identification Card issued by the University of Wyoming, a Wyoming Community College, or a Wyoming Public School.
- United States Military Card: or Identification Card issued to a Dependent of a member of the United States Armed Forces
